The Community
The City of Fresno is thelargest city in the San Joaquin Valley and the fifth largest city inCalifornia, with a population of more than 545,000 residents. Fresno is thefinancial core of the San Joaquin Valley, and its economy relies on itslarge-scale agricultural production. Revitalization of Downtown Fresno’s coreand the expansion of the Fresno Yosemite International Airport are two of manyexciting projects that continue to successfully support Fresno’s growingeconomy.
Located in the geographicalcenter of California, Fresno offers many sights. From fertile agriculturalfields, an abundance of lakes, and the snowy Sierra Nevada mountain range, thescenic variety in Fresno is large. Fresno also features a diverse selection ofdining, shopping, farmers markets, vibrant arts and culture, wineries, as wellas a variety of attractions. With 300 days of sunshine a year, the climate inFresno is the source of its agricultural productivity, and allows year-roundrecreational activities including sailing, snow and water skiing, fishing,backpacking, and golfing.
Los Angeles isapproximately four hours south and the San Francisco Bay Area is approximatelythree hours north. Fresno is located in proximity to three sites of naturalbeauty: Yosemite National Park, Kings Canyon National Park, and SequoiaNational Park. Residents and visitors alike enjoy these scenes and others,including the Sierra Nevada Mountains and the Pacific Ocean.
Another advantage to livingin Fresno is the exceptional housing that is available at lower price levelsthan California’s other large metropolitan areas. There are four large schooldistricts in the Fresno area: Fresno Unified, Central Unified, Sanger Unifiedand Clovis Unified. City Government
Fresno is a full-servicecharter city operating under a strong mayor form of government. There are sevenCouncil Members. The Council appoints the City Attorney and the City Clerk. TheMayor is elected at- large and does not serve on the Council, but has vetopower over certain actions taken by the City Council. The City Manager, who isappointed by the Mayor, is responsible for appointing all other departmentheads in the City.
The Department
The Information Services Department (ISD)plans, develops, implements, and supports the numerous IT systems and networksthroughout the City. ISD focuses ontechnology solutions that assist City departments with providing services thatsupport the achievement of strategic goals. ISD ensures effective and efficient use of existing and emergingtechnologies in government operations to provide meaningful information whilesafeguarding data. Department staff are responsible for voicecommunication systems, network connectivity, disk storage, security, dataintegrity and data backup operations, internet connectivity and security,e-mail communications, procuring and maintaining City hardware and software,Geographical Information Services (GIS), fiber infrastructure and weboperations management as well as usersupport.
Thisdynamic department has six operating divisions. The AdministrationDivision is responsible for budget preparation, contract administration, andprovides accounting, financial analysis, and personnel and policyadministrative support. In addition,this division manages the One Call Center, which provides services for thepublic to connect with the City or answer routine operational questions. The Regional Communications Division isresponsible for the maintenance and expansion of the Police Department’s videopolicing camera network, two way radio system, as well as the Fire Department’sregional radio system. The ComputerServices Division focuses on protecting the technological infrastructure fromhardware damage and virus attacks and identifies options for Citywide andregional disaster recovery efforts. Additionally, this division provides desk support services andtelecommunications services throughout the organization. The Systems and Applications Division isresponsible for the development and maintenance of enterprise wideapplications, data base administration functions, and Web development andmaintenance. The GIS Division isresponsible for the development and management of the City’s spatial data. The CyberSecurity Division is responsible forthe City’s cyber security program.

The adopted 2026 FiscalYear budget for ISD includes 134 full time equivalent employees and a budget of$42,729,800 for all activities.
The Position
TheAssistant Director of Information Services is responsible for the dailyoperations of the Department and works directly with Division Managers. The incumbent exercises considerable judgmentand discretion in the administration and direction of the department and itsoperations. The Assistant Director isresponsible for the implementation of objectives relating to the operation,maintenance, development and security of information technology and relatedprograms.
Inaddition, the Assistant Director acts as technical advisor to the Director,City Manager and City Council and attends meetings of the City Council, boards,commissions, and committees relevant to information technology and relatedservices. The Assistant Director participates in the preparation andadministration of the Department’s annual operating and capital budgets. TheAssistant Director is expected to coordinate activities with other departmentswithin the City of Fresno, as well as division sections and outside agencies.
Thecurrent opening is for an Assistant Director over the Department’s Applicationofferings which include, web development, enterprise systems, applicationdevelopment and GIS functions.
Thisis an unclassified position in which the incumbent serves at the will of theDepartment Director.
The Ideal Candidate
Fresnois seeking an experienced, engaged and strong leader who will assist in theimplementation of the long-range vision for the Information ServicesDepartment. An entrepreneurial-minded individual with a capacity forindependent, innovative solution oriented thinking would do well in thisposition, as would someone with experience in leading and implementingtechnology programs. The ideal candidate will have a record of straightforwardand open communication and a willingness to make effective decisions within theparameters of the position, as well as the ability to act calmly and quickly inemergency situations or under adverse conditions.
TheDepartment Director is seeking an Assistant Director to serve as a key memberof the Department’s management team. A candidate with a strong record ofcollaborative work with internal and external stakeholders would be highlyvalued as the Assistant Director. Theideal candidate must be able to develop positive relationships with the public,other agencies and other City departments. The Assistant Director must have excellent written and verbalcommunication skills and the ability to prepare clear, concise, andcomprehensive reports, records, and other written materials for a variety ofaudiences.
Candidatesfor this position should have demonstrated knowledge of the day-to-dayoperations, maintenance and development, of information technology; strongmanagement and planning skills; the ability to communicate effectively withexecutive management, technical resources and partner agency liaisons;experience in implementing strategic and security programs as well as athorough understanding of security as it pertains to information technology anddata protections.
The ideal candidate for this position must demonstrateknowledge of technology operations with a thorough understanding of compliancewith legal mandates and possess the ability to implementand sustain a comprehensive information and technology environment bydeveloping and implementing strategic plans for continuous expansion andimprovement of services.
A background that includes a Bachelor’s Degreefrom an accredited college or university, preferably in Computer Science or arelated field, and five (5) years’ experience managing a comparably sized staffof technical and support personnel in the information services field isrequired. A Master’s degree in Businessor Public Administration is highly desirable. Possession of a valid Driver’s License is required at time ofappointment. Possessionof a valid Class C California Driver’s License is required within sixty (60)days of appointment.
The selectedcandidate may be required to satisfactorily complete a background review ofemployment, and/or a criminal history review.
Compensation and Benefits
The City offers an attractive and competitivesalary and benefits package. The salary for Assistant Director is dependentupon qualifications. The current annualsalary range is $118,512 up to $204,648. The employee benefits package, asnoted below, is subject to change and includes:
Retirement: Fresno City Retirement System; reciprocity with otherpublic California systems. The City’s pension funds are among the best-fundedpublic systems in California and the nation. The City does not participate inSocial Security.
Health Insurance: The City maintains a PPO plan through the City ofFresno Health and Welfare Trust. The City contributes toward the currentmonthly premium for medical, prescription, dental, and vision for employee anddependents.
Flexible Spending Account Program: The City maintains IRS Section 125Plan that includes spending accounts for health care and dependent care.
Auto Allowance: Employees in this classification are providedwith an auto allowance of $300 per month.
Deferred Compensation: 457 plan available which allows tax contributionup to IRS determined limits. Citycontributes up to $75 per month.
Management Leave: 108 hours per fiscal year with an annual cash outprovision.
Annual Leave: Accrue 15.50 hours per month, with cash outprovisions.
Holidays: Ten (10) City-observed holidays annually, plus birthday andtwo (2) personal days per year.
Life Insurance: Equal to annual salary; premium paid by City.
Long-Term Disability: City pays premium for 66.66% of monthly salary upto $7,500 per month after 30 days.
Deferred Retirement Option Program (DROP): DROP is an optional,voluntary program that allows an employee to have their retirement benefitsdeposited in a special savings account within your Retirement System all whileyou continue to work for the City of Fresno for up to 10 years. Participationminimum is age 50 and vested. Benefits includes ownership of accumulatedfunds, compound interest earnings; and alternative distribution options.
