POSITION DESCRIPTION
The General Services Department Fleet Management Division is committedto providing a comprehensive fleet management program that responsivelyfulfills the vehicle and equipment needs of the City through cost-effective anddedicated personal service. The City ofFresno is currently recruiting for a Heavy Equipment Mechanic Leadworker. Thisposition is the advanced working/lead class in the Heavy Equipment Mechanicseries. Incumbents provide lead direction to mechanics and service workers; andperform advanced working level maintenance and repair on heavy equipmentincluding City trucks, construction equipment, refuse trucks, and othervehicles and equipment.
Employeesin the class of Heavy Equipment Mechanic Leadworker, who possess a valid MasterMedium-Heavy Duty Truck Technician Certificate or Master Bus TechnicianCertificate, issued by the National Institute for Automotive Service Excellence(NIASE), are entitled to receive certificate pay of two hundred dollars ($200)per month.
One vacancycurrently exists in the General Services Department, Fleet MaintenanceDivision. Immediate and future vacancies will be filled from this eligible listfor a period of three (3) months from
the datethe eligible list is created, with the option of extending that period at theCity’s discretion. If
theexamination process is suspended for this recruitment, the eligible list may belimited to three (3)
months.
THE REQUIREMENTS
Applicantsmust meet the following minimum qualifications on or before the posted filingdeadline in order to qualify for participation in the examination process:
Possessionof a High School Diploma or equivalent GED Completion;
AND
Two (2)years of full-time paid experience maintaining and repairing heavy equipmentincluding trucks, construction equipment, refuse trucks, and other vehicles andequipment;
AND
Possessionof a valid National Institute of Automotive Service Excellence (ASE) MasterMedium-Heavy Truck Technician certificate; OR possession of six (6) valid ASEcertificates in the following component areas:
DieselEngines (T2)
Drive Train(T3)
Brakes (T4)
Suspension/Steering(T5)
Electrical/ElectronicSystems (T6)
Heating,Ventilation & Air Conditioning (T7)

Additional Requirements
Possess a valid California Driver’s License at time of appointment. Withinthirty (30) days of appointment must obtain a valid Commercial InstructionalPermit. Within six (6) months must obtain and maintain a valid Commercial ClassB California Driver’s License with required endorsements and without air brakerestriction. Candidates considered for hire must provide proof of a validdriver’s license and current copy of their driving record.
Eligiblescertified for consideration will be required to successfully pass a departmentinterview and a Department of Justice fingerprint process prior to employment.
Pleasenote: Heavy Equipment Mechanic positions have been designated as being ‘safetysensitive’ and require all eligibles offered employment to successfully pass adrug test prior to employment. Federallaw requires that applicants for positions involving the operation of certaintransit vehicles, revenue service vehicles, the transportation of hazardousmaterials, or heavy equipment over 26,001 pounds requiring a commercialdriver’s license, must undergo pre-employment drug testing as a condition of employment. This classification is subject to random drugand alcohol testing throughout the entire term of employment in this class.
SELECTION PROCESS
Theexamination process may consist of the following:
ORAL EXAMINATION (100%)– A panelof subject matter experts will conduct a job-related Oral Examination which mayevaluate each candidate’s knowledge in methods, materials, tools and techniquesused in the maintenance and repair of heavy-duty vehicles and equipment,occupational hazards and safety precaution s of the trade, maintainingeffective working relationships, or other topics related to a candidate’straining, experience and qualifications for the position of Heavy EquipmentMechanic Leadworker.
The OralExamination is tentatively scheduled for the week of: to be determined.
The Cityreserves the right to amend any phase of the examination process should therebe a limited number of successful candidates. Should such amendment beexercised, a candidate’s final score and placement on the eligible list wouldbe based upon the completed test phase(s).
Candidatesmust achieve a passing score on the oral examination to qualify for theeligible list.

DROP (Deferred Retirement Option Program):an optional, voluntary program that allows an employee todeposit retirement benefits in a special savings account within the RetirementSystem while continuing to work for the City of Fresno for up to 10years. Participation minimum is age 50 and vested. Benefitsincludes ownership of accumulated funds, compound interest earnings, andalternative distribution options.
