SUPERVISORY RESPONSIBILITIES
Responsible for coordination and direct oversight of the Housing Case Managers.
SUMMARY
Under the supervision of the Homeless Services Manager, the Housing Services Coordinator has responsibility for coordinating services for the Sanctuary Housing Projects. Assists the Homeless Services Manager in day to day operations alignment with Fresno EOC and Sanctuary service objectives for overall effectiveness of operations and service delivery.

DUTIES AND RESPONSIBILITIES/ESSENTIAL FUNCTIONS
- Assists Homeless Services Manager to ensure housing services and operations are in compliance with Agency Policies and Procedures, and, as well as HUD regulations and other housing programs in the area.
- Participates in the Coordinated Entry System including, but not limited to Community Outreach and
- assistance at a centralized intake center (i.e. Multi-Agency Access Point at Poverello House).
- Attend Case Conferencing and Navigator meetings and assists homeless individuals with obtaining
- necessary documents to be ready for housing.
- Identifies community resources and provides linkages to Sanctuary and Support Services programs and/or
- other community organizations.
- Reviews pre-screening packets to verify accuracy of required documentation prior to admission consultation.
- Schedules Housing Quality Standards (HQS) inspection with housing partner prior to execution of lease
- agreement. If the housing unit fails inspection, works directly with landlord to make required repairs and
- reschedule inspection. When unit passes inspection, obtains HQS Inspection form for program client file.
- Completes Statements of Conditions with client and take pictures of unit prior to client move in for clients
- file.
- Responsible for making recommendations for hiring, supervising, evaluating performance, advancement, promotions and terminations of assigned staff.
- Supervises coordination/facilitation of client activities and curricular programs.
- Ensures coordinated service delivery between all supportive services staff including calculating rent calculations for clients; approving rent increases,
- Serves as back up case manager entering into HMIS when needed, counseling clients and landlords when needed;
- Will assist in case management services with a caseload of up to five households, as needed.
- Conducts quarterly apartment inspections with each program client to prepare for annual HQS apartment
- inspections conducted by housing partner. Housing and Support Specialist will maintain documents for
- annual re-certification in clients file.
- Coordinates multi-disciplinary team meetings to address client needs/concerns to succeed in program.
- Actively collaborates with case management staff on discharge planning for program participants.
- Reviews prospective client assessment files for program appropriateness and eligibility prior to submission for final approval and admission for shelter services.
- Reviews staff assignments and evaluates effectiveness of service delivery. Completes preliminary staff evaluations and ensures new supportive service staff are appropriately trained.
- Assists in identifying necessary and appropriate skills enhancement training for all staff on a monthly basis.
- Attends management trainings, program-related community trainings/conferences, and other meetings as assigned.
- Ensures utilization of appropriate internal agency programs, services, local partners and community agencies to support Sanctuary and Support Services activities.
- Assists with timely completion and submission of information/reports regarding Sanctuary activities.
- Ensures staff fulfill the Sanctuary Management Information Systems (HMIS) data completion needs and the collection of data necessary for reports in a timely and accurate manner. Ensures the tracking of other relevant client data to support funding source regulations or other legal mandates.
- Completes reports as assigned. Assists in completion of grant applications or providing necessary data for them, as requested.
- Analyzes support services and make recommendations for programmatic corrective actions to promote optimum service provision.
- Attends program/agency meetings and act as a representative of Sanctuary and Support Services in the community, as directed.
- Networks with local schools and social service agencies, staff to maintain a working knowledge and direct link to community based services.
- Adheres to the confidentiality policy regarding participants.
- Travels throughout Fresno County for agency business using personal and/or agency vehicle.
- Maintains regular attendance and punctuality.
- Works evenings and weekends as needed.
- Performs other duties as assigned.

EDUCATION:
- High school diploma or GED.
- Bachelor’s Degree in a human science, business, or related field required. Work experience may substitute required education on a year-by-year basis.
EXPERIENCE:
- Minimum of two years’ experience working with at-risk or homeless individuals and/or families is required..
- Minimum of two years related experience demonstrating the ability to effectively supervise staff, and carry-out the duties/essential functions of this job.
OTHER QUALIFICATIONS:
- CPR and First Aid certification preferred; required within six (6) months of hire.
- Maintain a valid California driver’s license, reliable transportation, adequate auto insurance as required by State law, and insurability by agency carrier.
- Pass required background investigation including medical examination and TB clearance, acceptable criminal record statement,
- Proficient in Microsoft Office Suite and related business software, including an understanding of management information systems (MIS).
- Knowledge of the Welfare and Institutions Code and other laws affecting children and families in the State of California preferred.
- Prior experience working in a homeless program is highly desirable.
- Knowledge of data collection practices and documentation requirements.
- Ability to effectively handle multiple tasks simultaneously.
- Effective presentation, written and verbal communication skills.
- Ability to effectively read, interpret, apply, and explains rules, regulations, policies and procedures.
- Demonstrated experience of implementing work plans to achieve goals and objectives.
- Must be able to maintain a positive and productive work environment; maintain positive community and public relations. Able to work well with representatives of partner agencies.
- Track record of creating and maintaining a cordial, instructive, and motivational environment in which staff and youth of diverse backgrounds learn and serve cooperatively. Able to effectively teach and train staff.
- Must be available to work and respond to program needs during non-traditional hours.
- Familiar with, and capable of working within, our ethnically diverse community.
